Arrest of Maryland FugitiveWarren County Sheriff’s Office reports on October 2, 2011 at approximately 1:13 a.m. deputies responded to a suspicious person call in the area of Fort Valley Road in the Waterlick area of Warren County. While checking the area of the Waterlick Convention Center located at 19959 Fort Valley Road, deputies located a vehicle parked behind the center, subsequently checked the registration at which time the vehicle information indicated the owner was wanted out of Maryland for failure to register as a sex offender and a probation violation. Washington County Sheriff’s Office (Maryland) advised to detain and hold for extradition.
Deputies continued to search the area and located an individual inside the convention center. The subject refused to communicate with the deputies from inside the building and walked into a closed area. Through communications with the caretaker of the property deputies were advised that the subject had been in possession of a long rifle and may also have a handgun. The information was received that the subject had been staying at that location and was identified as John Francis Carter III, age 64, no fixed address.
Warren County Special Operations Team assisted by the Virginia State Police Tactical Team was deployed.
Throughout the six hour standoff, attempts to communicate with the subject were unsuccessful. Less lethal chemical munitions were deployed into the structure and the subject came out and was taken into custody. John Francis Carter III was transported to Warren Memorial Hospital for treatment and upon his release, he will be held in the Warren County Jail on a detainer from Maryland.
A search warrant was executed on Carter’s vehicle and a .270 caliber rifle was located inside the vehicle along with outdoor equipment and survival type supplies.
The investigation continues and additional charges may be pending. * * * * * * *
